Maintenance backport for the 0.46.x line.

Fixes the gateway Docker image crash-loop on boot (ERR_MODULE_NOT_FOUND for @fro-bot/runtime) by inlining the runtime into the gateway bundle so the built image is self-contained. Deployers pinned below v0.47.0 can build a working gateway image on this line without adopting the v0.47.0+ announce webhook and @​-mention features.
