see my comment in #6897, I think this is only safe to do with deal.II 9.8. We can wait until we require that version, but then we may as well go back to the deal.II internal TimerScope class. |

How about something like this to address #6897? This is no functional change to what the current state is, but it puts things into constructors and destructors as one should.
For now, I've put this into
compat.hbut I'm open to other suggestions.
