build: fix dts emission failing release pipeline#760

Migrated away from `rolldown-plugin-dts` as it produced multiple chunks for type declarations, causing the master release pipeline to fail or produce incomplete types for downstream users. Type generation is now handled natively by `tsc --emitDeclarationOnly` using a newly added `tsconfig.dts.json`, outputting correctly to `dist/types`. Fixed the
masterpipeline release issue by properly handling the type generation.The issue was caused by
rolldown-plugin-dtssplitting the.d.tsoutput into multiple files, andindex.esm.d.tsmissing crucial type exports, which broke the exported types and semantic-release.Changes made:
