build: fix dts emission failing release pipeline

Fixed the master pipeline release issue by properly handling the type generation.

The issue was caused by rolldown-plugin-dts splitting the .d.ts output into multiple files, and index.esm.d.ts missing crucial type exports, which broke the exported types and semantic-release.

Changes made:

• Removed rolldown-plugin-dts from package.json and rolldown.config.mjs.
• Created a tsconfig.dts.json file designed specifically for type declarations generation via tsc.
• Updated the build script in package.json to run tsc -p tsconfig.dts.json after rolldown.
• Updated the types entry in package.json to point to the correct output dist/types/index.d.ts.
