chore: update semantic-release to v25 to support OIDC provenance

semantic-release relies on @semantic-release/npm to publish the package. Previously, the project was using semantic-release v24, which shipped with @semantic-release/npm v12.0.2. This version did not support GitHub Actions OIDC trusted publishing (provenance). As a result, the plugin attempted to fallback to token-based authentication and threw ENONPMTOKEN error. Updating semantic-release to v25 brings in @semantic-release/npm v13+, which officially supports trusted publishing via OIDC on GitHub Actions without an NPM_TOKEN.
