ref(cli): Move explore onto the org-optional target positional - #1650

`explore` parsed its `[<org>/][<project>]` target in `func` with resolveOrgOptionalFromArg and declared the positional with `String`. It now uses `orgOptionalTarget` and awaits `target.resolved`, like `feedback list` and `replay list`. Because the parser carries the org/project completion tag, `sentry explore <TAB>` now completes `org/`, `org/project` and aliases. Refs #1564 Co-Authored-By: BYK <burak.kaya@sentry.io>
