fix: correct NuGet package tags of the Dapper packages - #46
Merged

Conversation
Replace the invalid ${PackageTags} syntax with $(PackageTags) so the
shared tags from src/Directory.Build.props are inherited instead of
being published literally. Tag the PostgreSQL package "postgresql"
instead of "sql server", and use the single tag "sqlserver" for the
SQL Server package, since NuGet splits tags on spaces.
