This change records OpenTelemetry instrumentation scope names and versions in per-profile distributor logs. It adds a tenant-aware Prometheus counter and anonymous scope-name usage reporting while preserving the existing language metrics. It also documents the new usage data and adds coverage for aggregation, missing labels, limits, and sampling.
