Warn when pasting or importing is forbidden by shared modifications - #4253
Pasting modifications, a node or a subtree, and importing composites, when refused because of a shared modification the user cannot write on, show the same 10 seconds warning listing the allowed root network tags.
The change adds a shared-modification write-access API and state-based tag-renaming warnings. It also adds a notification hook for shared-restriction errors and uses it in import, editing, cut, copy, and paste operations.

The service exposes four shared-modification write-access states and fetches them from the study endpoint. The root-network dialog uses the returned state to select a tag-renaming warning. The translations add messages for warnings and fetch errors.
The new hook shows a warning for matching shared-network restriction errors and uses the existing fallback error notification for other errors. The constants define the warning message key and duration.
These operation handlers use the new hook for failures during import, cut, copy, paste, root-network updates, and root-network creation. Existing dialog-closing and clipboard behavior remains unchanged.
