Refuse root network tags the shared modifications the user cannot write on miss - #1135
Creating a root network, or renaming its tag, is refused when a shared modification of the study the user cannot write on is not associated with the new tag.
GET /studies/{studyUuid}/network-modifications/references/write-access replaces GET /studies/{studyUuid}/network-modifications/references/exists: it also tells whether the user can write on all, some or none of the shared modifications of the study.
The change adds authorization checks for root-network tags, passes user IDs through tag-renaming requests, and replaces the shared-modification existence endpoint with an endpoint that returns write-access states for a study and user.

Study services check proposed root-network tags and pass the user ID when renaming a tag. The network-modification REST service posts tag-authorization requests and retrieves shared-modification write-access results. Tests cover authorization requests, denied tag changes, user-ID forwarding, and empty inputs.
The controller replaces the shared-modification existence endpoint with a user-specific write-access endpoint. Tests cover studies with no modification nodes and results returned by the modification service.

Tag authorization is checked when a root network is requested but not when its creation completes. A shared modification the user cannot write to, added in between, could leave a tag it does not carry. Consider rechecking at completion or enforcing the rule downstream before merging.

Full details: Title check
Explanation
The title describes the main behavior change: root network creation or tag renaming is refused when a shared modification the user cannot write to is not associated with the new tag. The changeset implements this through assertRootNetworkTagsAllowed, RootNetworkTagsCheckInfos, and getSharedModificationsWriteAccess. The title is specific and clear, though its wording is slightly awkward, with no missing word and no ambiguity about the main change.
Full details: Description check
Explanation
The description states that root network creation or tag renaming is refused when a shared modification the user cannot write on is not tied to the new tag. It also states that the GET references/exists endpoint is replaced by references/write-access, which matches the raw summary's controller and service changes. It is directly related to the changeset.

Recheck tag authorization when root-network creation completes.
createRootNetworkRequest checks the current shared modifications before starting the asynchronous import. If an unwritable shared modification is added before completion, createRootNetwork can persist the stored tag without another authorization check.
Recheck the current groups at completion, passing the request user ID through, or enforce this invariant in the downstream operation.
