adding a root network writes into shared modifications like a tag rename does (rename checks assertReferencedModificationsAreWritable) but this doesn't so a read only user can change a shared modification for every study that uses it ?
Should we call assertCanRenameRootNetworkTag(studyUuid, userId) here?
