- Add French ('fr') language support to build_docs.hml with complete translations
for SUPPORTED_LANGUAGES, SECTION_TRANSLATIONS, TITLE_TRANSLATIONS, PAGE_TITLES,
and WELCOME_TITLE_TRANSLATIONS
- Fix hardcoded language list in build_docs.hml to include French
- Update README.md port references from 3000 to 5169 to match actual serve.hml
- Fix inconsistent translation keys in build_docs.py: 'Ffi' -> 'FFI',
'File Io' -> 'File IO' to match build_docs.hml
- Refactor serve.hml to use loop-based file loading with objects instead of
individual variables, reducing code duplication (~269 to 225 lines)
