feat(research): add project workspace shell

Summary

• add a labeled root-toolbar entry for a large standalone pre-live research sheet without touching the existing sidebar
• add project loading, empty, retry, pagination, create, edit, delete, and redacted failure states
• keep selection keyed to the full project generation so a same-UUID reincarnation cannot inherit stale UI state
• retain stable editor draft IDs across retries and explain that ranking evidence belongs to shared keyword results rather than a pre-live app
• block dismissal during destructive work and keep controls and progress labels accessible
