Fix proposal voting eligibility gates

Summary

• remove Active Human Node / Active Governor UI gating from proposal-pool voting
• let ordinary chamber vote actions rely on chamber-governor authorization instead of active-governor quorum status
• update Vortexopedia copy and proposal UI helpers to match the corrected governance semantics
