Subprocess wrapper detection now in correct place (pi-branch-enforcer).
detectSubprocessWrapper() safely matches perl -e, python -c, node -e, ruby -e patterns before expensive LLM judge.
Returns: blocked / allowed / escalate-to-llm.
Closes perl workaround bypass.
