Revert "[SYCL] add support for bindless image resource_win32_name (n…amed handles) (#21899)"
This reverts commit e985fcb.
I was mistaken, while there is no UR affordance, there IS one in L0. Therefore, SYCL should NOT intercept the win32 named handles for bindless image semaphores. We need to revert this before some user starts to depend on it.
I'll make a separate PR that introduces the right interfaces into the UR, etc.
