Fix documentation URL and update version to 0.2.3

This pull request addresses an issue with the documentation URL and prepares a new release (v0.2.3) of the georesolver project. The most important changes include fixing broken documentation links in both the README.md and pyproject.toml, and updating the project version.

Release and metadata updates:

• Bumped the project version to 0.2.3 in pyproject.toml and documented the release in CHANGELOG.md. [1] [2]

Documentation URL fixes:

• Fixed the documentation badge URL in README.md to point to the correct address.
• Updated the Documentation URL in pyproject.toml to the correct path (https://jairomelo.com/GeoResolver/georesolver.html).
