Moves this repo's AI review setup from CodeRabbit to Cursor Bugbot.

• Removes .coderabbit.yaml
• Adds .cursor/BUGBOT.md with the same path-specific review instructions, plus the old path_filters exclusions written as instructions (Bugbot has no file-exclusion setting)
• Adds .cursor/config/bugbot.yaml: skip drafts, review on every push, post the PR summary as a comment

Not carried over: ignore_title_keywords (WIP/DRAFT) and base_branches have no Bugbot equivalent. Mark PRs as drafts to skip them.
