Bump python and GitHub actions

Bump python to >=3.10.
Bump github actions, and uses maintainer-tools/base-setup instead of setup-node and setup-python.

It also removes the links check when building doc. This test failed regularly on CI, and is already done by the check_links step in check_release test.
