Generated projects' dev containers, and the CI that runs in them, start on hosts that have no /etc/timezone.

  • generated projects no longer bind-mount /etc/timezone, which only Debian-based hosts have
  • the dev container, and the CI that runs inside it, now starts on GitHub runners and other hosts without it
  • local time still comes from the host's /etc/localtime
  • CHANGELOG.md records the fix; the README does not describe the mounts, so it is unchanged
