Rebase with main - address merge conflicts, and we're good.

* the history file is mounted into the home of the container's user, /home/user, rather than /home/vscode * shell history in the dev container now persists in .devcontainer/.bash_history
* CHANGELOG.md records the fix; the README does not describe the mounts, so it is unchanged

Shell history in generated projects' dev containers persists between sessions. Merge after fix/devcontainer-timezone; this branch is rebased onto it once that lands.
