Thanks a lot for implementing the entire EIP 🙌 It's looking really good. Now that 6110 has been confirmed for inclusion in the Pectra upgrade, we want to start merging this down to our unstable branch soon so we can start testing.

Do you mind opening this PR against sigp/lighthouse? We can then merge the latest changes into your branch and then start reviewing it.
If you are busy with other stuff right now, I'd be happy to take your work and merge the latest changes into it. Let me know :)
