This PR promotes the Persian (fa) documentation from the development stage to the main branch, making it publicly available as part of the official Kubernetes website.

A significant portion of the documentation has been translated, reviewed, and stabilized, and we believe it is now ready to be accessible to the wider community. Publishing it will also help encourage further contributions and continuous improvements from Persian-speaking users.

We would like to express our sincere thanks to all contributors who made this possible, @Moh0ps, @mamrezb and @Behiuu

Folks, this seems like the wrong code of conduct. Copy the ~~Arabic~~ Persian translation from upstream.

@lmktfy I guess you mean the Farsi translation from upstream:

Do you know where content/fa/community/static/cncf-code-of-conduct.md is actually used?
I’d like to confirm whether it also needs to be translated, since it seems to duplicate content/fa/community/code-of-conduct.md.

Currently, content/fa/community/code-of-conduct.md appears to have the same content as the upstream CNCF version.
