ci: Skip the PR check and release workflows for chart-only changes - #262

Chart-only PRs are covered by Lint Charts, and chart-only pushes to master are released by Release Charts, so the Go lint, tests and image push are not needed for them. GitHub does not evaluate path filters for tag pushes, so v* releases still run. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
