docs(PRD-006): plugin delivery + auto-wiring PRD, ledger, close-out reports

Summary

Adds PRD-006 (Reliable Claude Code Plugin Delivery + Auto-Wiring) + its /the-smoker execution ledger to the-apiary, moved backlog -> in-work.

Honeycomb-side implementation (006a packaging, 006b reconcile, 006c/d connect/status/repair surface) is complete, verified (security clean, quality PASS, all honeycomb ACs VERIFIED), and shipped in honeycomb PR legioncodeinc/honeycomb#274.

PRD-006 stays in-work: the hive-UI track remains (onboarding step c-AC-2/3, dashboard card d-AC-2), consuming the shipped honeycomb harness connect|status|repair --json seams.

Note

An unrelated desktop/package.json change ("Updated desktop package versions") was committed into this branch by concurrent activity in the working tree; it is not part of PRD-006 and can be dropped/rebased out if undesired. The PRD-006 docs, ledger, and reports are the intended content.

Follow-ups (non-blocking)

• W-1: durable in-daemon reconcile cadence (currently CLI-hosted).
• W-2: hive reads plugin-enabled from harness status --json, not the daemon endpoint (returns false in prod).
• Hive-UI open product decisions: step placement, skippable-vs-blocking, card placement, copy.
