This PR whitelists services that are relevant to LocalStack. Attempting to use other services will raise an error. Alongside this, tests for these non-whitelisted services are also disabled.
This is being done for following reasons:
For testing, the development release
5.1.24.dev0made from this branch was tested against LocalStack in following runs to make sure that there are no instances of ServiceNotWhitelisted exceptions:See PNX-637
