Creates the account_anticheat table: a per-account decaying kick-weight accumulator where ban_count drives the escalation tier. Wrapped in the standard transactional update_mangos() procedure. Version guard set from the current db_version head (22_01_001 'Release 22') to the new content-incremented version (22_01_002).
