Temporary measurement PR for the open questions of
.agents/docs/2026-10-26-control-contract-runtime-and-ide-ecosystem-design.md: O5 (Windows/macOS lock and running-executable replacement; D22 publication strategies per linker), O8 (clang + libstdc++ on aarch64: import std / std.compat / sanitizers), O10 (island conditions on PE with MinGW libstdc++ and llvm-mingw libc++). Scripts print facts and never assert. Closed after the release ships.
