Add Advisor servicegroupintelligence get command (Service Group status) #3933
Add a new azmcp advisor servicegroupintelligence get command to the Azure Advisor tool area that returns the Advisor Health status of Service Groups from the microsoft.advisor/servicegroupintelligence Azure Resource Graph resource type.
Motivation
Agents cannot currently answer "what is the status of my service group", "status of all service groups", or "which mission-critical service groups need attention". Advisor computes a Health status and criticality per Service Group, but no Azure MCP command exposes it.
--status: On Track, Attention Needed, At Risk, Critical, Unavailable.
"Which mission-critical Service Groups need attention" maps to --criticality MissionCritical --status "Attention Needed".
Returns Service Group name and ID, criticality, status, status description, a description of where to focus, and last updated time.
Read-only, idempotent. Results are capped by --top (default 50) with an areResultsTruncated flag.
--tenant is exposed; if several tenants are accessible and none is given, the command fails instead of guessing.
Design
One folder per ARM resource type, following the Advisor tool area conventions (Commands/ServiceGroupIntelligence, Options/ServiceGroupIntelligence, Services/AdvisorServiceGroupIntelligenceService). A companion issue covers microsoft.advisor/insights (advisor insight list).
