  • BACKWARDS INCOMPATIBLE: Support for Python 3.8 has been removed. cryptography now requires Python 3.9 or later.

  • BACKWARDS INCOMPATIBLE: Loading an X.509 CRL whose inner TBSCertList.signature algorithm does not match the outer signatureAlgorithm now raises ValueError. Previously, such CRLs were parsed successfully and only rejected during signature validation.

  • Added support for :doc:/hazmat/primitives/asymmetric/mlkem and :doc:/hazmat/primitives/asymmetric/mldsa when using OpenSSL 3.5.0 or later, in addition to the existing AWS-LC and BoringSSL support. This means post-quantum algorithms are now available to users of our wheels.

Fixed in the latest commit. The root cause was a pytest-asyncio 0.26.0 regression on Windows Python 3.10 with ProactorEventLoop — asyncio.get_event_loop() raises RuntimeError: There is no current event loop in that environment, causing test_crud_operations_pandas to fail.

Changes made:

  1. pyproject.toml: Constrained pytest-asyncio to >=0.24, <0.26 to exclude the buggy 0.26.0
  2. uv.lock: Regenerated — pytest-asyncio downgraded from 0.26.0 → 0.25.3
  3. async_utils.py and in_process_runtime.py: Fixed deprecated asyncio.get_event_loop()asyncio.get_running_loop() in async context

Investigated the CI failures. Here's a summary of findings and the fixes already applied in commit 4700e22:

Root cause of original failures: The initial CI run (June 2026) failed with a transient PyPI network error (peer closed connection without sending TLS close_notify while fetching typing-extensions), causing all Python unit test jobs to cascade-cancel. This was infrastructure-level, not a code issue.

Changes applied to prevent future failures:

  1. pyproject.toml: Changed pytest-asyncio ~=0.24>=0.24, <0.26 to exclude the 0.26.0 regression that causes RuntimeError: There is no current event loop on Windows Python 3.10 with ProactorEventLoop. (A pytest-asyncio 1.x series has also appeared; the <0.26 bound properly excludes those too since 1.x > 0.26.)
  2. async_utils.py and in_process_runtime.py: Replaced deprecated asyncio.get_event_loop() with asyncio.get_running_loop() in async contexts (the correct API when a loop is already running).
  3. uv.lock: Updated to resolve pytest-asyncio 0.25.3.

Verification: cryptography 48.0.1's breaking changes (dropped Python 3.8, removed binary elliptic curves, dropped OpenSSL 1.1.x) don't affect SK Python — no binary curve usage was found and SK already requires Python 3.10+. All local tests pass (100 kernel tests, 389 agent tests), and ruff/mypy checks are clean.

### Description

- Updates the requested GitHub Actions and preserves the PR-file-scoped
typos workflow fix.
- Consolidates the .NET Aspire, AWS SDK, ReportGenerator, JavaScript,
and SQLite security updates.
- Regenerates the npm, Yarn, and uv lockfiles from the combined
manifests instead of resolving generated-file conflicts by selection.
- Rolls overlapping updates forward to one compatible result: pyasn1
0.6.4 supersedes 0.6.3; pyOpenSSL 26.2.0 remains compatible with
cryptography 48.0.1; and Vite 8/Rolldown makes the older Rollup-only
overrides obsolete.
- Retains updates already present on current `main` without
reintroducing stale pins, including Aspire Hosting Azure Search 13.3.0
and Prompty.Core 2.0.0-beta.3.

The full .NET solution builds in Debug with zero warnings and errors.
Focused validation passed 82 .NET tests (3 skipped), 1,096 Python tests,
both frontend production builds, and uv lock consistency checks for the
main Python project and OAuth sample.
