Import web app into Glance monorepo

Summary

• Import a sanitized glance.sh web app snapshot into apps/web
• Keep existing plugin directories at the repo root for install compatibility
• Add monorepo docs, OSS policy files, and public CI for plugin + web checks
• Gate Sentry/Analytics behind env vars and add GLANCE_* config names with AGENTPASTE_* fallbacks
• Update repo references toward the planned modem-dev/glance rename

Deployment safety

The public repo should remain disconnected from production Vercel secrets. Hosted glance.sh deployment should continue from the private deploy repo after reviewed public commits are synced.
