This fallback is intending to check anything higher than Bazel 6, which given that Bazel 6 is quite old, I don't think it's a huge deal to stop considering it at this point (users can always go back to previous releases). At this point, we can just assume bzlmod is on if we don't specifically say one way or the other. This fixes load issues with Bazel 10 dev releases, and we should not need to update this in the future.
