This is a discrepancy in which groups we return. For apps which use OIDC, we send over a `everyone` group. Turns out, this is super useful, and would be nice if we did for SAML. This commit ports Tines' custom logic over first, as a test. There's still a lot more to do. Jira: IAM-2003
