feat: render PDFs in the users browser - #141

This project needs to use vue@2 because the legacy viewer API does not support vue@3. @nextcloud/webpack-vue-config has vue@2 or vue@3 as peer dependency and vue@3 was picked over vue@2. Now vue@2 is pinned. Pinning vue@2 also required pinning vue-loader to the latest version that still supports vue@2. Signed-off-by: Oleksandr Dzhychko <hey@oleks.dev>
