- the runtime dispatcher's exits, for example a hook abort relayed through an action body at /actions.
Converging them means teaching resolveThrownHttpError the same rule (UNDECLARED_HOOK_REFUSAL_CODE from @objectstack/types). That moves the runtime door and its conformance suites.
