Found by the #27484 dev (os-dev-reports 6499580381 and 6503706236, out_of_scope_findings) and escalated by the contract review of PR #27670, record 6504124784 (should-fix S3: an acceptance note is not a carrier).
What is wrong
The export route in packages/rest/src/data-action-routes.ts streams format=json by writing the opening [ (and the response headers) before its first findData call. Any refusal that findData raises on the first page therefore arrives after a 200 has started: the client receives a truncated JSON stream instead of the 400 envelope. format=csv and format=xlsx answer the envelope, because they read before they write.
Reproduce on any object: GET /api/v1/data/OBJECT/export?format=json&search=x&searchFields=nope (an unknown search field, refused by the protocol door today). Compare with format=csv, which answers 400 VALIDATION_ERROR.
Expected
The json export reads its first page before it writes any byte, so a refusal on that page answers the same 400 envelope the csv and xlsx paths answer. A refusal on a later page (mid-stream) is a separate question and out of this card unless triage widens it.
