Epic #27261 follow-up, owed by two post-landing contract reviews. Both pending changesets get the declaration arm their reviews named, before the next release consumes them.

• .changeset/27277-plugin-driver-floor.md (PR fix(objectql)!: floor a plugin driver on an external datasource — the engine applies the query, up to 1000 rows #27403): Clause-②: yes → yes (narrowing). The diff added two ledger codes (widening) and narrowed the accept set on plugin-driver external datasources. Review record 6502877381, ② should-fix.
• .changeset/27425-phantom-owner-anchor-fails-closed.md (PR fix(plugin-sharing)!: an unproven owner anchor on a federated object narrows the read and bulk-write scopes, never leaves them unscoped #27476): no (narrowing) → yes (narrowing), and "Nothing is widened" becomes a sentence naming the one widened accept set (grant() on a federated object that maps owner_id through external.columnMap). Review record 6493803142, ② and ④ should-fix 2; seat ruling 6502747580.

Only changeset prose changes; no code, schema or level changes. Both diffs' faces were reviewed at CONTRACT_REVIEW_TIER with PASS on their landed heads.

Check Changeset is red by design here (#18375, ruling D): this PR adds no changeset of its own and only corrects two pending release notes. Per pr-automation.yml's route 0, skip-changeset is not applied and the red stays. The check is not required, and pr-automation.yml does not run on merge_group. The ADR-0087 and no-major steps on the same run are green ("adds no declared-breaking changeset"; "no major bump").

The maintainer (田騏) confirmed this correction in writing in the epic PM's project thread at 2026-10-29T19:39Z: 「确认,由你落地」, in answer to "确认 #27671 这份 changeset 更正,可以带着 Check Changeset 的红落地吗?". The correction is as described in 6503280009. Check Changeset stays red by design (#18375). Every other check on 031abe85 is green or skipped. Landed by the seat through the relay.
