This is very WIP, but wanted to get it off my computer and into the light.

  • 1.10.0 -> 1.20.0
  • 1.20.0 -> ??? ... in progress, this involves pulling a different repo for the source of semantic truth

I think I'll close this attempt in favor of #1651. If we go back to producing version-number namespaces, we can reopen this PR.
