docs: update FAQ for IDE release and QuickApp Runtime timeline

Summary

Two time-sensitive entries in the Developer FAQ are now out of date. This PR updates them in both Chinese and English versions.

Changes

FAQ #3 — IDE release status

The IDE is already released. The openvela VS Code plugin has been available since v5.4 and supports project creation, build, debugging, and application development on Ubuntu. The FAQ now reflects that and links to the existing VS Code Plugin User Guide.

FAQ #24 — QuickApp Runtime open-source timeline

The previous "February 2026" target has already passed. Updated to "June 2026" per the current roadmap.
