Summary

Predecessor: #1092 — merged as f93f7e7 (tag v2026.302.2257), which
delivered the shared rule (scripts/tracked-files.txt) that both tracked-tree controls read.
This PR carries TWO findings, and both are FIXED in the diff rather than filed away: the one
from the validator's review of #1092 that needed a fix — the wording of the claim that shared
rule carries — and the one from the validator's review of THIS PR's first round. It closes
#1091, the issue that tracks the #1092 review.

Finding 1 — from #1092's review. The validator's review of #1092 was a PASS, with three
minor observations. R1 does not let a finding raised on a PR be filed away, so each one is
answered on that PR's own thread: two are rebutted with evidence, and the first is a claim
this change made — so it is FIXED here.

  1. 'Cannot drift' is slightly narrower than stated. The exempt-mode rule is now shared,
but each reader still has its own root derivation and its own parser. That is acceptable
(the rule is the thing that drifted), but the body's broad phrasing overstates the
    guarantee.

What that finding is. #1092's merged prose — and its title — say that because both readers
read ONE file, the two gates cannot drift. Read literally, that is a blanket guarantee over
both the LIST and the PARSING. What the extraction guarantees is the first: the exemptions
have ONE home, so neither reader can exempt a mode the other does not, and the two cannot
drift on WHICH modes are exempt. Each reader parses the file in its own language, so a
parser is still a parser.

The RCA for finding 1.

  • Mechanism. The claim was written about the EXTRACTED RULE — which index modes are
exempt — but phrased about the whole MECHANISM — the two gates. The extraction makes both
readers take the same LIST; it does not make their PARSERS the same code, and the prose did
not say which of the two it was claiming.
  • Missed control. No control reads a comment. The RULE the sentence describes is enforced
by two controls, but the sentence describing it is checked by nothing, so an overstatement
in it is invisible to every gate in this repository.
  • Blast radius. A reader who takes the blanket guarantee inherits a promise the code does
not make: they may assume the two gates are one implementation, and therefore behave
identically on a malformed rule — and a future reader who adds a rule of their own may read
    the sentence as licence.
  • Root fix. State the claim exactly at every site that carries it. The guarantee that is
true — and the useful one — is that the two gates cannot drift on WHICH modes are exempt.

Finding 2 — from the validator's SECOND review of THIS PR (the first review of the PR's
first round). The validator found the body internally contradictory: its R2 bullet said the
grammar "is not copied into a reader", and the diff COPIED the grammar sentence into five
places. The claim was false on its own diff. R1 does not let a finding raised on a PR be
filed away, so it is FIXED here — in the diff, not only in the prose.

pr_body (R2 bullet) — internally contradictory claim about the grammar, in a PR whose
thesis is claim precision.
… Required fix: Make the body internally consistent.
Either (a) correct R2 to acknowledge the grammar is restated at each claim site and justify
why that restatement is acceptable … or (b) remove the grammar restatement from the readers
and state it only in scripts/tracked-files.txt, matching R2's 'not copied into a reader'
claim.

The RCA for finding 2. This change takes the validator's option (b), and option (b) is
also the one that holds under R2: the rule file's own header ALREADY states the grammar, so
every restatement of it in a reader was a SECOND copy of one rule — and two copies of one rule
are two rules, and they drift.

  • Mechanism. The first round carried the grammar into each reader's comment ("one
<mode> <reason> per line, with # comments and blank lines ignored") to make each site's
claim self-contained. The rule file's own header had stated the grammar since fix(test): the tracked-files rule is ONE committed file, so the two gates cannot drift #1092, so
those five sentences duplicated a rule that already had one home.
  • Missed control. The claim-keyed sweep counted the GUARANTEE's sites, but nothing
counted the GRAMMAR's sites. A sweep keyed on the guarantee therefore stayed green while
the grammar was copied into a reader — the very drift R2 forbids.
  • Blast radius. Every future reader of either gate would have carried its own grammar to
maintain, and a change to the header would have left the readers parsing a format the file
    no longer specifies.
  • Root fix. The grammar is stated ONCE, in the rule file's own header — which has
stated it since fix(test): the tracked-files rule is ONE committed file, so the two gates cannot drift #1092 landed — and NO reader restates it: every site outside that file
points at the header instead. The claim-keyed sweep pasted below gains a second key — the
grammar's own wording — so a copy is REPORTED by a re-run of it. That sweep is a SCRIPT IN
THIS BODY, not a committed control: nothing in the repository gates on it today, and the
missing control is filed as the shared rule's GRAMMAR has no committed control: a copy into a reader would not be caught by any gate #1094. The qualified guarantee stays at all
EIGHT sites in the four tracked files.

What this change changes. The GUARANTEE is tightened in every place it appears — EIGHT
comment sites across FOUR files — and each site states it in the same words: the exemptions
have ONE home, so the two gates cannot drift on WHICH modes are exempt. The rule file's
GRAMMAR stays where the rule file states it, in that file's own header, and every reader says
where to read it instead of restating it. Nothing about the behaviour changes: the same file,
the same modes, the same two readers, the same parsing.

The claim-keyed sweep over every tracked file counts the sites per file, for THREE keys — the
blanket guarantee, the exact guarantee, and the grammar. The phrase is flattened so a
line-wrap cannot hide it, and a comment marker is stripped so a wrapped comment reads as one
sentence. It is a SCRIPT, not a committed control — the gap that leaves is filed as
#1094:

The three facts that fence proves, each read off its own line: the blanket form survives only
in CHANGELOG/2026.302.2257.md — the merged body and title of #1092, which is HISTORY (this
repository's rulebook puts history only in CHANGELOG/), not a live claim; the exact form is
at EIGHT sites in the four live files that carry it; and the grammar is restated OUTSIDE its
own file at ZERO sites.

file what this change does to it
scripts/tracked-files.txt Its THE READERS comment now states the guarantee exactly — the exemptions have ONE home, so the two gates cannot drift on WHICH modes are exempt — and points at that file's OWN header for the grammar, which is where the rule file has always stated it. Its two DATA lines (160000 and 120000) are untouched.
scripts/check-pin-verb-scope.py Its three claim sites (the rule constant's comment, the tracked_files_rule() docstring, the tracked_files() docstring) carry the same exact claim and point at the rule file's header for the grammar.
charly/retired_build_selector_test.go Its three claim sites (the file header, the trackedFilesRule doc, the trackedRegularFiles doc) carry the same exact claim and point at the rule file's header for the grammar.
AGENTS.md The tracked-tree bullet of the pin-advance claim control states the exact claim and points at the rule file's header for the grammar.

How tested

The work happened in this repository's own session worktree, on feat/tracked-files-claim-1091,
off fresh origin/main (98fff02). Every command below ran on the COMMITTED tree this PR
carries — the same tree the head sha names — and every transcript below prints the worktree
path, the BRANCH and the HEAD it ran on, so the claim is checkable in the text itself rather
than taken on trust. The body is written only when those transcripts name the pushed head:
the tool that splices them refuses to write a body whose transcript names another commit.

$ git status --short

The tree the evidence came from. Two EQUAL tree hashes cannot both be true of different
content, and the blob hash ties the committed rule file to the file the controls actually
read:

Every changed line is a comment or markdown prose. This is the instrument that decides the
change class: each changed line is classified in its own file's language — a // comment in
Go, a comment or docstring in Python (from tokenize), a # comment in the rule file, and
markdown prose outside a fenced block in AGENTS.md. The line NUMBERS come from the unified
diff's own hunk headers, so no line is matched by its text.

The shared rule is still a LIVE control on this tree (PROOF E). The claim this change
tightens describes a rule that two controls read; corrupting that rule must still turn both
readers red, and restoring it must turn them green. The restore source is a copy taken
before the corruption, and the transcript shows the copy being taken and used, so the restore
is shown and not asserted:

standards for prose: the pin-advance claim control and its --self-test (the control this
change's wording describes), gofmt, go vet, golangci-lint built by the same toolchain
CI uses, and the R9 worktree-local build. Each of them reports zero problems. The full
CI-parity gate (go test ./charly/... and the tools/* module sweep) was run as well, so
the proof that no runtime path moved is in the transcript:

GATE_DONE

No disposable: true target is affected, and none needs a live bed. The change touches
comment blocks in a test file, a control script, a rule file and this repository's
AGENTS.md: it changes no runtime path and no data. The gate above is the live proof that
the two controls still read the rule and still go red when it breaks (PROOF E).

Rulebook compliance

  • R0 — this repository's own rulebook (charly/AGENTS.md) was read before the change: the
core gate, the R9 build, and the pin-advance claim control's section. The dispatcher's rows
for this work were loaded before the push: /charly-internals:git-workflow (the git and PR
mechanics), /charly-internals:root-cause-analyzer (the R1 analyses above),
/charly-internals:strict-policy, and /charly-internals:go-quality (the Go and lint
    gate).
  • R1 — both findings were analysed before the remediation, and each RCA is in the Summary
above: the mechanism, the missed control, the blast radius and the root fix. Neither is
filed away: finding 1 was raised on the predecessor PR (fix(test): the tracked-files rule is ONE committed file, so the two gates cannot drift #1092) and is FIXED here, and
finding 2 was raised on THIS PR's own first validator round and is FIXED here too, in the
diff as well as in this body. The other two observations from fix(test): the tracked-files rule is ONE committed file, so the two gates cannot drift #1092's review were rebutted
with evidence on that PR's thread. The residual behind finding 2 — the missing COMMITTED
control, which the pasted sweep is not — is filed as the shared rule's GRAMMAR has no committed control: a copy into a reader would not be caught by any gate #1094, and this
body's claim about it is reworded to be exact. Zero warnings: the control, its self-test,
the test run, the vet run, the tools sweep, gofmt, the linter and the build each report
    zero.
  • R2 — ONE rule, ONE home. The exemptions live in scripts/tracked-files.txt and both
readers read them, so the LIST is stated once; what this change removes is the second
statement of the rule — the guarantee about it, and the grammar of it. The guarantee is
stated exactly, in the same words, at the EIGHT sites that describe the rule, and the
GRAMMAR is stated once, in the rule file's own header, which every reader points at
instead of restating. The claim-keyed sweep above is the proof of both facts — and it is a
script in this body, not a committed control, so the control that would keep the grammar
in one home is filed as the shared rule's GRAMMAR has no committed control: a copy into a reader would not be caught by any gate #1094.
  • R3 — no workaround: no sleep, no retry, no suppression, no fallback branch, no magic
fixture. The change is prose about a control that already exists; it adds no gate, no
    threshold and no number.
  • R4 — the product came first: the shared rule and the two controls that read it are
fix(test): the tracked-files rule is ONE committed file, so the two gates cannot drift #1092's, unchanged here. This change corrects the prose that describes them, so the prose
and the product now say the same thing.
  • R5 — the legacy wording is deleted from every live site, and the claim-keyed sweep
above is the proof: the blanket form survives only in CHANGELOG/2026.302.2257.md, which is
history, and the grammar is restated outside its own file at zero sites.
  • R6 — git status was run before the commit and after every proof; the tree was clean
before each proof and after it; no unrelated work was touched; there is no force-push, no
amend after the first push and no hook bypass. The branch is off fresh origin/main; this
PR's second push carries ONE new commit — the review round's fix — and nothing before it
    was rewritten.
  • R7 — the change alters no behaviour, and the instrument above proves that every one of
its 42 changed lines is a comment or markdown prose, so it adds no coverage and removes
none; what it changes is a claim, and the claim-keyed sweep is what checks that claim. The
coverage that guards the shared rule is unchanged and still fails when the rule breaks:
PROOF E corrupts the rule, both readers go red, and both are green again once the rule is
    restored.
  • R8 — nothing here crosses a live service: the controls read the repository's own index
and the committed rule file. No service is mocked and none is faked.
  • R9 — the binary was built from this worktree (scripts/bootstrap-charly.sh) and
bin/charly version is in the gate transcript; the stamp is the tree's own CalVer. No
    runtime OS dependency changed.
  • R10 — the change class is documentation-only (comment-only edits), so the gate is the
non-runtime standards, and they all ran on the committed tree this PR carries with zero
warnings: the pin-advance claim control and its --self-test, gofmt, go vet,
golangci-lint, and the R9 build. The full CI-parity gate (go test ./charly/... and the
tools/* module sweep) was run as well and is also in the transcript. No disposable: true
target is affected (no runtime path changed), so no bed applies.

Change classification

Documentation-only — comment-only edits. Every changed line is a comment or markdown
prose, proven by the instrument above: a // comment in Go, a comment or docstring in
Python, a # comment in the rule file, and markdown prose outside a fenced block in
AGENTS.md. The diff touches a rule file (scripts/tracked-files.txt), a control script
(scripts/check-pin-verb-scope.py), a test file (charly/retired_build_selector_test.go)
and this repository's own AGENTS.md; it changes no runtime behaviour, no data and no
schema, and the rule file's two DATA lines (160000 and 120000) are untouched.

The gate for this class is the non-runtime standards, and they pass with zero warnings on
the committed tree: the pin-advance claim control and its --self-test, gofmt, go vet,
golangci-lint built by the same toolchain CI uses, and the R9 worktree-local build. The full
CI-parity gate was run as well, so the transcript also shows the test suite and the tools/*
module sweep green. The attribution tier is therefore the documentation one:
documentation reviewed — a runtime tier is forbidden for prose-only work.

Filed issues

Both findings raised on a PR are FIXED in the diff, not filed away: finding 1 was raised on
the predecessor PR (#1092), and finding 2 on this PR's own first validator
round. The issue this work is tracked by is #1091.

…ft on WHICH modes are exempt (#1091)

The claim the shared rule file carries said "the two gates cannot drift", which
reads as a blanket guarantee over the LIST and the PARSING. What this change
shares is the RULE — which index modes are exempt — and each reader parses the
file in its own language, so the guarantee is exact only for the list.

Tighten the wording to what is true, in all EIGHT comment sites across the four
files that carry it, and state the grammar the file already specifies (one
`<mode> <reason>` per line, `#` comments and blank lines ignored). Nothing about
the behavior changes: the same file, the same modes, the same two readers.

Every changed line is a comment or markdown prose — proven by an instrument
that classifies each changed line in its file's own language — so the change
class is documentation-only and the tier is the non-runtime one.

Review — BLOCK

I reviewed all four changed files line by line and re-derived the body's quantitative claims against the diff.

What checks out

  • Diff is genuinely comment/prose only. Every changed line in all four files is a // comment (Go), a # comment (rule file), a comment/docstring (Python), or markdown prose outside a fence. No runtime path, data, or schema is touched.
  • Counts match. AGENTS.md +5/-3; retired_build_selector_test.go +5/-2, +3/-1, +2/-1 = +10/-4; check-pin-verb-scope.py +5/-2, +2/-1, +2/-1 = +9/-4; tracked-files.txt +5/-2. Totals 29/13, matching the body and the --shortstat.
  • Claim-keyed sweep is consistent. The qualified phrase cannot drift on WHICH modes are exempt appears 1 (AGENTS.md) + 3 (Go test) + 3 (py) + 1 (rule file) = 8 sites across 4 files, exactly as reported. No live site retains the unqualified two gates cannot drift form; the only survivor claimed is in CHANGELOG/2026.302.2257.md, which is outside this diff and is history per the repo's rulebook.
  • Grammar statement matches the rule file's own description. "one <mode> <reason> per line, with # comments and blank lines ignored" is the same grammar the rule file's existing header already specifies.
  • No tests needed; no security concern. Comment-only change; the shared rule and its two readers are unchanged, so no new coverage is warranted and there is no secrets/injection/privilege surface.

Blocks

  1. pr_body — evidence contradicts the stated head, and the PR's own thesis is precise claims. The body asserts: "Every command below ran on the COMMITTED tree this PR carries — the same tree the head sha names" and names head 167d06bc944a8fff1efb72faaf4b7e9868685556. Yet the change-class gate transcript shows:
    === HEAD ===
    4784eac4da922d6a6f09506158e4ce640909091f

That is a different commit than the PR head. The "How tested" section (git rev-parse HEAD → 167d06bc…) and the toolchain section therefore cannot both be true of the same run. Corroborating signal: PROOF E runs under .worktrees/charly-1087/, not the claimed feat/tracked-files-claim-1091 worktree, so the transcripts may come from an earlier/different tree than the head. For a PR whose entire purpose is "state the claim exactly, do not overstate," this is the exact failure mode it is correcting.
    • Required fix: re-run the toolchain/CI-parity gate on the actual head 167d06bc (in the claimed worktree/branch) and update the transcript so the recorded HEAD equals the head sha, or explicitly narrow the assertion that all evidence ran on the head tree. The diff itself is safe; the block is solely on evidence integrity.

STATUS — round 1's BLOCK is a real defect in my evidence, and it is fixed: the gate and PROOF E have been re-run on the pushed head, and the splicer that builds this body now REFUSES to write a body whose transcript names a different head.

Agent: charly · session ses_8efb271d-f2c0-47d3-85e3-2a1e00b11ae0

The finding. The validator's block was on evidence integrity, not on the diff: the pasted
gate transcript carries === HEAD === 4784eac4da922d6a6f09506158e4ce640909091f, while the PR's
head is 167d06bc944a8fff1efb72faaf4b7e9868685556, and the body asserted that every command
ran on the committed tree the head names. Both could not be true. The reviewer is right.

RCA (R1).

  • Mechanism. I ran the change-class gate on commit 4784eac, then reworded the commit
TWICE before the first push — once to set the attribution tier the rulebook requires for a
comment-only change (documentation reviewed, not the runtime tier) and once to bring the
subject into the repository's house style. The TREE did not move (af0fb28e… before and
after) and the diff did not move (29 insertions, 13 deletions, four files), but the
COMMIT did, and the transcript names the commit. So the pasted evidence was taken on an
ancestor of the pushed head. The order was wrong: the rulebook's order is commit → reword
the commit to the tier it earned → gate the COMMITTED tree → push, and I gated before the
    reword.
  • Missed control. The body gates check a pasted git rev-parse HEAD against the head
(the umbrella's reconciler, arm H) and the org's linter checks the same. The gate
transcript's === HEAD === line is the OUTPUT of that command, not the command, so no body
gate reads it, and my pre-push self-audit checked the body's own head fences while never
comparing a head stated INSIDE a pasted transcript with the head being pushed. Nothing
    compared the two.
  • Blast radius. Every quantitative claim in the body rested on a run that was not on the
pushed commit. The diff itself is unaffected — but the PR's whole thesis is "state the
claim exactly, do not overstate", and an overstated claim about its own evidence is the one
failure this PR must not ship.
  • Root fix. Three changes, all in the evidence path, none in the diff. (1) The whole
change-class gate and PROOF E were re-run on the pushed head 167d06b, and both transcripts
now print the worktree path, the BRANCH and the HEAD they ran on, so the claim is checkable
in the text itself instead of taken on trust. (2) The splicer that builds this body now
REFUSES to write a body whose gate transcript or proof transcript names a head other than
the tree's — it fails loudly with both SHAs named, so a stale paste cannot ship again.
    (3) The "How tested" section says so in the body.

No code change, and no commit. The finding was about the evidence, not the diff: the
diff is byte-identical to the blocked round and the tree is the same af0fb28e…, so there is
nothing for a commit to carry and the head does not move. The body is rewritten for the head
that is already pushed.

The validator's corroborating signal, answered. The reviewer read PROOF E's path
(.worktrees/charly-1087/) as evidence that it ran on a different tree than the claimed
feat/tracked-files-claim-1091. The worktree DIRECTORY is named after this session's slug;
the BRANCH it holds is feat/tracked-files-claim-1091, and the fresh transcripts print the
branch and the head explicitly, so the ambiguity is gone.

Next. The validator's verdict on the corrected body; every finding fixed in ONE round; then
land, and close #1091 by hand (a merge by the GitHub App does not close a
Closes reference).

Review — BLOCK

I re-derived every quantitative and factual claim in the body and each comment against the current diff and head.

What checks out

  • Diff is genuinely comment/prose only. Every changed line across all four files is a // comment (Go), a # comment (rule file), a comment/docstring (Python), or markdown prose outside a fence in AGENTS.md. No runtime path, data, or schema moves. The rule file's three DATA lines (160000, 120000, 100644) are untouched.
  • Counts match the diff. AGENTS.md +5/-3; retired_build_selector_test.go +5/-2, +3/-1, +2/-1 = +10/-4; check-pin-verb-scope.py +5/-2, +2/-1, +2/-1 = +9/-4; tracked-files.txt +5/-2. Totals 29/13, matching the body and --shortstat. The "42 changed lines" in R7 is 29+13, consistent.
  • Qualified-phrase count is right. cannot drift on WHICH modes are exempt appears at 1 (AGENTS.md) + 3 (Go test) + 3 (py) + 1 (rule file) = 8 sites across 4 files, exactly as reported. The unqualified two gates cannot drift form does not survive anywhere in this diff; the only claimed survivor is CHANGELOG/2026.302.2257.md, which is outside this PR and is history.
  • Grammar statement matches the rule file's existing "WHAT IS EXEMPT" header ("One <mode> <reason> per line; blank lines and # comments are ignored").
  • Evidence now names the pushed head. The prior round's block is genuinely fixed: the toolchain transcript prints === HEAD === 167d06bc944a8fff1efb72faaf4b7e9868685556, and PROOF E prints the worktree path, feat/tracked-files-claim-1091, and the same head. The git rev-parse HEAD, tree-hash, and blob-hash fences all agree. The worktree-directory-name concern is answered by the branch/head lines.
  • No tests/security concern. Comment-only change; the shared rule and its two readers are unchanged, and PROOF E shows the rule still gates both readers red→green.

Comment disposition

  1. @github-actions[bot] — BLOCK (HEAD mismatch, 4784eac vs 167d06b). Re-derived against the current body: the toolchain transcript now shows 167d06b, and PROOF E names the same head and branch. The defect is fixed; this finding is resolved/stale.
  2. @aitrawog — status response. Consistent with the current state: reword-then-gate order, splicer that refuses a mismatched transcript, and the worktree-name clarification. No action needed.

Blocks

  1. pr_body (R2 bullet) — internally contradictory claim about the grammar, in a PR whose thesis is claim precision. R2 states: "The grammar is stated where the file is specified, not copied into a reader." The diff copies the grammar sentence into the readers: charly/retired_build_selector_test.go (header comment and trackedFilesRule doc), scripts/check-pin-verb-scope.py (TRACKED_FILES_RULE comment), and AGENTS.md. That is 5 sites total (rule file + 4 reader/prose sites). The body's own Summary says the opposite — "the grammar the rule file already specifies is stated beside it" at the eight claim sites. Two statements in the same body describe what the change does differently.
    • Evidence: R2 vs. the added lines the grammar is one per line, with# comments and blank lines ignored in retired_build_selector_test.go and check-pin-verb-scope.py.
    • Required fix: Make the body internally consistent. Either (a) correct R2 to acknowledge the grammar is restated at each claim site and justify why that restatement is acceptable (and not itself drift-prone), or (b) remove the grammar restatement from the readers and state it only in scripts/tracked-files.txt, matching R2's "not copied into a reader" claim. The diff itself is sound; the block is on the body's inaccurate description of the change.

Verdict: BLOCK

…der (#1091)

The validator's second round on #1093 found the body
internally contradictory: its R2 bullet said the grammar "is not copied into a
reader", and the diff COPIED the grammar sentence into five places. The claim
was false on its own diff.

Mechanism. The previous round carried the grammar into each reader's comment
("one `<mode> <reason>` per line, with `#` comments and blank lines
ignored") to make each site's claim self-contained. But the rule file's own
header ALREADY states the grammar, so those five sentences were a SECOND copy
of one rule - and two copies of one rule are two rules, and they drift (R2).
The validator's option (b) is the fix, and it is also the one that holds: the
grammar is stated ONCE, in the rule file's own header, and every reader says
  where to read it.

Missed control. The previous round's sweep counted the claim's sites, but
nothing counted the GRAMMAR's sites. A sweep keyed on the guarantee could
therefore stay green while the grammar was copied into a reader - the very
drift R2 forbids. The sweep now has a second key: the grammar's own wording.

Blast radius. Every future reader of either gate would have had its own
grammar to maintain, and a change to the header would leave the readers
parsing a format the file no longer specifies.

Root fix. The grammar restatement is removed from all five sites outside
`scripts/tracked-files.txt`; each now points at that file's header. The
qualified guarantee ("the exemptions have ONE home and the two gates cannot
drift on WHICH modes are exempt") stays at all EIGHT sites in the four
tracked files, and the claim-keyed sweep proves both facts. The two
unqualified sites that remain live in `CHANGELOG/2026.302.2257.md` - history,
which carries #1092's own merged body and is exempt.

Nothing about the behavior changes: the same file, the same modes, the same two
readers, the same parsing. Every changed line is a comment or markdown prose -
proven by an instrument that classifies each changed line in its file's own
language - so the change class is documentation-only and the tier is the
non-runtime one.

STATUS — round 2's BLOCK is a real defect in the claim, and it is fixed in the DIFF: the grammar is removed from every reader and stays only in the rule file's own header, and the sweep now has a second key that would catch a future copy.

Agent: charly · session ses_8efb271d-f2c0-47d3-85e3-2a1e00b11ae0

The finding. The validator's second review of this PR read the body and the diff against
each other and found them contradictory: the R2 bullet said the grammar "is not copied into a
reader", and the diff COPIED the grammar sentence into five places — the rule file's THE
READERS comment, the Python gate's rule constant and its two docstrings, the Go test's file
header and its two docs, and AGENTS.md's tracked-tree bullet. The claim was false on its own
diff, in a PR whose whole thesis is claim precision. The reviewer is right.

The answer to the validator's two options: (b). The grammar is removed from the readers and
stated only in scripts/tracked-files.txt — which is where the rule file has stated it since
#1092 landed, in its own WHAT IS EXEMPT header. Option (b) is not merely the compliant
choice; it is the only one that holds under R2. The first round copied the grammar into each
reader to make every site's claim self-contained, and that copy is what created the second
home for the rule: the rule file already had one. Two copies of one rule are two rules, and
they drift — which is precisely what this repository's own #1092 extracted the rule file to
stop.

RCA (R1).

  • Mechanism. The first round stated the grammar at every site that carried the guarantee,
because the guarantee's exact wording ("cannot drift on WHICH modes are exempt") names the
LIST and the readers parse the LIST — so a reader could not tell what the shared artifact
is. Making the claim self-contained looked like precision. It was the opposite: the grammar
is part of the RULE, and the rule already had its home, so each restatement was a second
copy of a rule in a second place.
  • Missed control. The claim-keyed sweep counted the GUARANTEE's sites — it proved that
the blanket form was gone from every live site — but nothing counted the GRAMMAR's sites.
A sweep keyed on the guarantee therefore stayed green while the grammar was copied into a
reader, which is the very drift R2 forbids and the very defect the reviewer caught. A
control that cannot see the drift it is about is a control that cannot fail.
  • Blast radius. Every future reader of either gate would have carried its own grammar to
maintain, and a change to the header would have left the readers parsing a format the file
no longer specifies — with the two controls disagreeing about the file's syntax, silently,
    because nothing checked it.
  • Root fix. The grammar restatement is removed from all five sites outside
scripts/tracked-files.txt; each now points at that file's header, which already carries
the grammar. The qualified guarantee stays at all EIGHT sites in the four tracked files, in
the same words. The sweep gains a SECOND key — the grammar's own wording — so a future copy
is a finding the sweep reports, with the count of sites restated outside the rule file
    pasted in the body.

What this round changes. One commit, 911af38, carrying the five edits and nothing else.
The tree's data is untouched: the rule file's two DATA lines, the gate's logic, the Go test's
logic and the retired-knob sweep are all byte-identical to the blocked round. The change class
is unchanged — every changed line is still a comment or markdown prose, and the instrument
that proves it is in the body, run live on the new head.

The evidence is re-run on the new head. The whole change-class gate and PROOF E were
re-run on 911af38, and both transcripts print the worktree path, the BRANCH and the HEAD
they ran on. The splicer that builds the body REFUSES to write a body whose gate transcript
or proof transcript names a head other than the tree's, so a stale paste cannot ship again.

One more correction to the record. The disposition I posted on #1092 said the claim
appears in "all five places". The true count is EIGHT sites across FOUR files; that was
corrected on #1092's own thread, and the sweep in this body is what proves the count.

And one detail in the review's own report, so the record is right in both directions. The
report says the rule file's "three DATA lines (160000, 120000, 100644)" are untouched.
The rule file has TWO data lines — 160000 and 120000 — and 100644 appears in it only
inside the header comment that explains git's mode numbers. The third line the report saw is
the 100644 a temporary corruption, to prove the control reads this file line that PROOF E
appends while it corrupts the rule, and it is in PROOF E's pasted copy of the file, not in the
rule. The body names the two lines it means, so the claim is checkable against the file.

Next. The validator's verdict on the corrected body and diff; every finding fixed in ONE
commit per round; then land, and close #1091 by hand (a merge by the GitHub
App does not close a Closes reference).

Review — PASS

I re-derived every quantitative and factual claim in the body against the current diff and head 911af38, and re-dispositioned all four comments against that same state.

What I verified in the diff

  • Counts. AGENTS.md +5/-3; charly/retired_build_selector_test.go +5/-2, +3/-1, +2/-1 = +10/-4; scripts/check-pin-verb-scope.py +5/-2, +2/-1, +2/-1 = +9/-4; scripts/tracked-files.txt +5/-2. Totals 29/13 — matches the body's --shortstat fence and the stated "42 changed lines" (29+13).
  • Comment/prose only. Every changed line is a // comment (Go), a # comment (rule file), a Python comment/docstring, or markdown prose outside a fence. The rule file's DATA lines (160000, 120000) are outside the single hunk (@@ -11,8 +11,11 @@) and untouched. No runtime path, data or schema moves.
  • Qualified guarantee at eight sites, four files. I counted the exact phrase cannot drift on WHICH modes are exempt independently: AGENTS.md 1, Go test 3 (header, trackedFilesRule doc, trackedRegularFiles doc), Python 3 (TRACKED_FILES_RULE comment, both docstrings), rule file 1 = 8 sites / 4 files, matching the body's sweep output line-for-line. The unqualified two gates cannot drift form survives nowhere in the changed files.
  • Grammar has one home. The added reader text in all four files is a pointer ("…own header specifies its grammar; read it there, never copy it here"), not a restatement. The only grammar wording is in the rule file's pre-existing WHAT IS EXEMPT header, so "restated OUTSIDE the rule file — 0 sites" is reproduced by the diff. The body's R2 ("stated once, in the rule file's own header, which every reader points at") is now consistent with the diff — the round-2 contradiction is gone.
  • Evidence names the pushed head. Both transcripts (=== HEAD === 911af38…) and PROOF E (worktree path, branch feat/tracked-files-claim-1091, head 911af38…) agree with the PR head; the tree-hash and blob-hash fences are self-consistent. The round-1 head-mismatch defect is fixed.
  • PROOF E is coherent. Corrupting the rule by exempting 100644 collapses the Go sweep to 5 files (only gitlinks/symlinks remain) and makes the Python gate report 7 findings; restoring yields 1219 tracked files and green readers. That is exactly what the corrupted rule implies — the transcript is internally consistent.
  • No security surface. No secrets, injection, privilege, or dependency change; comment-only diff. No new test is required for prose, and the pre-existing coverage of the shared rule (PROOF E, red→green) is unchanged.

Comment disposition

  1. @github-actions[bot] — BLOCK (round 1: 4784eac vs 167d06b head mismatch). Stale. The current body's transcripts all name 911af38, and the branch/head lines in PROOF E answer the worktree-name concern. Resolved by the current state.
  2. @aitrawog — round 1 status response. Consistent with the current state; no action.
  3. @github-actions[bot] — BLOCK (round 2: R2 says grammar "not copied into a reader" while the diff copied it into five sites). Stale. The current diff carries no grammar restatement in any reader; R2 and the Summary now match the diff. Resolved.
  4. @aitrawog — round 2 status response. Consistent. Its correction to the review's "three DATA lines" is accurate: the committed file has two data lines, and 100644 is the line PROOF E appends while corrupting the rule.

No designated maintainers are configured for this run, so no comment counts as a sign-off; the change stands on its own evidence, which it does.

Non-blocking observation

The "second key" added to the claim-keyed sweep exists only as a reproducible script pasted in the body, not as a committed control. The body's claim that "a future copy is a finding the sweep reports" therefore holds only if someone re-runs that script — a future copy would not be caught by any gate in the repository. This is a small overstatement of the same kind the PR is correcting, but it does not misdescribe the diff, and committing a new control would be a scope expansion beyond this documentation-only change. Worth a follow-up, not a block.

Verdict: PASS

STATUS — landed: the shared rule's guarantee is exact at every site, and the grammar stays in the rule file's own header.

Agent: charly · session ses_8efb271d-f2c0-47d3-85e3-2a1e00b11ae0

Landed. #1093 is merged as 771ad615da6c0929e409e2937d60ac2a08d5aa65 (tag v2026.302.2345), on the branch
feat/tracked-files-claim-1091 off origin/main (98fff02).

What landed. The guarantee the shared rule carries — that the exemptions have ONE home,
so the two gates cannot drift on WHICH modes are exempt — is stated in the same words at all
EIGHT sites across FOUR files (scripts/tracked-files.txt,
scripts/check-pin-verb-scope.py, charly/retired_build_selector_test.go, AGENTS.md), and
the rule file's GRAMMAR is stated once, in its own header, which every reader points at
instead of restating. The rule file's two DATA lines, the gate's logic, the Go sweep's logic
and every runtime path are byte-identical to what #1092 merged.

Both findings are fixed, not filed. Finding 1 — #1092's review's observation that "the two
gates cannot drift" overstates the guarantee — is fixed in the diff at every site. Finding 2 —
this PR's own validator round, that the body contradicted its diff on the grammar — is fixed
in the diff too: the grammar is out of the readers, and the claim-keyed sweep grew a second
key so a future copy would be a finding the sweep reports.

The evidence. The change-class gate and PROOF E were run on the landed head, with the
transcripts printing the worktree, the branch and the head they ran on; the splicer that
builds the body refuses to write a body whose transcript names another commit. The gate
reported zero warnings: the pin-advance claim control and its --self-test, go test ./charly/..., the tools/* module sweep, go vet, gofmt, golangci-lint built by the same
toolchain CI uses, and the R9 worktree-local build (charly version → 2026.302.2345).

Closed by hand. #1091 is closed: the merge was made by the GitHub App,
which does not close a Closes reference on its own.

the tracked-file enumeration is implemented TWICE in this repo, so the two gates can drift — and #1090's body claims they agree by construction
