I see a local Vale violation for this, commenting to remind myself to check if CI catches it.

Content other than a single list cannot be mapped to DITA tasks. vale-ls AsciiDocDITA.TaskStep

Should see about getting Vale to not flag this; it's similar to an ifdef step.
