Validate that running remove-instance for an address already absent from cluster metadata succeeds. This covers the failure mode where Juju retries removal of a unit whose MySQL metadata has already been cleaned up (LP2157341). Stores the removed leader address across the ordered scale test flow and run the second remove-instance action on the current leader. Signed-off-by: Jacob Hanks <jacob.hanks@canonical.com>
