[P2] 多行输入应自动展开到可配置的最大高度
问题描述：
组件支持 Shift+Enter 插入换行，但 textarea 仍固定为 rows = 1，输入事件也没有根据 scrollHeight 同步高度。输入多行内容后通常仍只显示一行，用户很难察觉还有被隐藏的文本，编辑长选区或代码时尤其明显。这里的 max-height: 92px 本身不会让 textarea 随内容自动增长。
建议修改方案：
让输入框随内容自动增高，到可配置的最大行数或最大高度后再启用内部滚动；可提供 maxRows 或 --tr-quick-assist-input-max-height。高度变化后还应重新计算 Popover 位置，避免靠近视口边缘时溢出。建议增加回归：输入 2～3 行时可见高度增加，超过上限后高度保持不变并出现内部滚动。
