Four ticket records (the PMAT-3563/3740/3741 fragments and the legacy PMAT-962 entry, adopted as a fragment) quoted the superseded comparator pin by sha. They now say 'the superseded pin'; scripts/llama_pin.toml still names it. The four ledger rows for those files leave scripts/comparator_pin_citations.txt (shrink-only).
Why: a roadmap-base.yaml snapshot (#6228) is a byte copy of roadmap.yaml and would carry the citation again, failing R1. Whether this or a guard exemption lands is with the quorum; this PR gates on that verdict, not on the push.
Local: check_comparator_pin_citations.sh 0 FAIL and --self-test passes; check_baseline_ratchets, check_roadmap_fragment_required and aggregate --check green. Draft until pr-light is green.
