1. docs/roadmaps/roadmap-base.yaml: byte copy of docs/roadmaps/roadmap.yaml at main 2ce5e36.
2. Gate rule R7 in scripts/check_comparator_pin_citations.sh. It loosens R1 for ONE pair: roadmap-base.yaml passes unledgered only if every citing line is a byte-copy of a line the HISTORICAL ledger row for roadmap.yaml pins. Any other path, a fixture-class source or one novel line is R1. Membership only.
3. Evidence: self-test C20-C24 (C24: aggregate removed, ledger row moved onto the base); mutants drop-copy-rule, any-copy-line, drop-class-filter, widen-scope all killed; self-test 41/41; real tree PASS.
4. In-tree quorum triage record: docs/audits/quorum-PMAT-6185-R1-pin-cites.md. It is the A/B question ruling, NOT the sign-off. The two superseded pins in it are elided to 6 hex digits so the file does not trip R1.
5. PMAT-6185 acceptance declares the gate change and the follow-up: the step removing the tracked roadmap.yaml moves its ledger row onto roadmap-base.yaml.

Known residual: a copy of a historical line skips R3/R6; a re-pin of roadmap.yaml that drops a citing line needs the base re-cut.

Needs: the non-author sign-off round bound to the FINAL commit (this round is the sign-off).
