What this PR does

The repo had no AGENTS.md, so Sadr read the CI workflow to find how to build and test it. This PR creates AGENTS.md with a ## Sadr section that records those commands, each of which Sadr ran green in this run.

• ### Build and test: the repo has no package.json and no dependencies, and every check runs on plain Node
