Add CI for CHANGES.md

This patch introduces CHANGES.md and CI for automatic release note uploader.

패키지 버전이 태그랑 상이해서 그 쪽 부분을 여기 레포에 맞게 좀 바꿨습니다. 덩달아서 관련 체크들도 좀 빠졌구요.
