Description
Re-do of #400 to match the updated SDK setup flow (porter-python-sdk#3 / porter-typescript-sdk#3): the SDK reads the project ID from the API token's
project_idclaim, so outside-cluster setup is justPORTER_SANDBOX_API_KEYandPORTER_CLUSTER_ID. Updates getting-started plus both SDK quickstarts and references, and drops theporter project listlookup since the project comes from the token.
