Adds a warning email prior to auto-closing a CF. Right now it is set to 7 days but can be easily configured. Additionally, if the pre-closure email has already been sent and the CF end date is then adjusted, the
preclosure_warning_sent_atfield is cleared, enabling the notification to be sent again at a later date. This is possibly handy in the case that the initial warning email leads to pushing back the close date.Open question: The emails will be sent to all patch authors, reviewers, and subscribers of still-open patches, as well as committers, respecting their existing email notification configuration. Should it instead only be sent to authors, and probably committers?
