Re-lands #241 (reverted in #243 after nichedb.dev crash-looped on queue.getRepeatableJobs is not a function) on top of #242, which ported installSchedules to BullMQ 6 job schedulers.

New in this PR vs #241:

• packages/queue/src/install-schedules.test.js: runs the real installSchedules twice against Redis (REDIS_TEST_URL) in a child process and checks exactly one scheduler per spec. Verified it FAILS on the chore(deps): upgrade all dependencies (bullmq 6, ioredis 6, simplewebauthn 14) #241 code with the production error.
• Booted the production image locally (docker build + throwaway postgres:18 and redis:8, ROLES=web,worker): [queue] schedules installed, / 200, /healthz 200, /signup 200, /api/v1/me/profile 401, running 70 s+ with no errors, schedulers present in Redis.

Upgrade content (same as #241):

• Majors: bullmq 5 -> 6 (retention.js reads queue.getBackend().client), ioredis 5 -> 6, @simplewebauthn/browser + server 13 -> 14, @profullstack/coinpay 0.8 -> 0.25 (declared, not imported)
• hono 4.13.14, profile 0.1.6, notifications 0.1.4, throttle 0.3.4, leaderboard 0.3.1, openaccess 0.3.1, footer 0.2.6 (spec latest), biome 2.6.3 (md/yaml excluded), pglite 0.5.11
• Overrides: sharp ^0.35.5, tmp ^0.2.6 (dev-only)
• Bun 1.4.4 (image, packageManager, CI). No migrations added.
• Audit: 0 critical / 5 high -> 0 / 0

Gate: biome check, bun test 2573 pass / 0 fail, queue suite vs Redis 14/14, image boot as above.
