Splits performance-db-cost.md and api-contracts.md into a must-load core plus two lazily loaded references, performance-latency-depth.md and api-contracts-streaming.md. Each new file opens with a "Read this when" trigger and is routed from its core and from full-map.md. Data/ETL and library/SDK reviews load fewer bytes up front, and scripts/mustload-budgets.tsv lowers the floors to lock that in.

scripts/test_latency_split.py (6/6) checks the split is lossless: every original line appears in exactly one of core or lazy file, and only routing pointers and headers are new. An independent review found no 🔴. Generated INDEX.md and size-budget rows were dropped from the commit; CI regenerates them.

…plus lazy references

The data / ETL and lib / SDK must-load sets shrink: performance-db-cost.md 43051 -> 31096 B
(handler await-ordering and cache expiry depth moved to performance-latency-depth.md) and
api-contracts.md 28126 -> 21458 B (streaming transports moved to api-contracts-streaming.md).
Both lazy files open with a Read-this-when trigger on repo content (FILE or FULL scope, not
only a diff) and are routed from the cores and from full-map.md. No safety check moved.
Must-load tokens: data / ETL 19991 -> 17003, lib / SDK 11038 -> 9368, api / service
19589 -> 17922; Phase 0-2 floors +27 each for the two routing cells.
scripts/test_latency_split.py pins the line multiset with an explicit allowlist of added lines
and mutation checks (dropped, duplicated, edited).
